The Office of Qualifications and Examinations Regulation (Ofqual) regulates qualifications, examinations and assessments in England.

The Challenge

Ofqual’s legacy HR and finance systems were reaching end of life and needed to be replaced. The organisation has a Cloud first strategy and was looking for a superior Cloud solution with leading-edge, comprehensive functionality that would support its mission critical
business processes - including HR, finance, recruitment and onboarding - well into the future, but had a limited budget to work with. They were looking for a partner who had a track record of working with Oracle and would work collaboratively with the Ofqual project team,
taking an agile and flexible approach to delivery.

The Solution

The Inoapps team worked closely with Ofqual to take the organisation through its Sprint programme methodology. This involved a series of workshops, meetings and prototyping over a period of several weeks to identify the needs of the client’s organisation. On completion of the Sprint programme, the client was confident that Oracle Cloud was the right solution for them and understood how the functionality would work for them. Subsequently, Inoapps was selected from the G-Cloud Procurement Framework to implement Oracle Financials Cloud and Oracle HCM Cloud, along with the Recruitment and Onboarding modules from Oracle’s Talent Management Cloud and an interface to the client’s existing Payroll solution. Using Agile methodology, the solution went live on budget and within 6 months of the project commencing.

Inoapps’ Sprint approach suited us because at the end of the process we really understood whether the solution would work for us. When it came to implementation, we also built up a good working relationship with the Inoapps team, who are very willing to share knowledge and go the extra mile to get the job done. As a result, the implementation was completed on budget and in a timely manner, which was very important to us. The project was only recently completed so many of the benefits are anticipated rather than realized, however we are already experiencing a positive cultural impact with respect to staff.
